Biography: Douglas C. Rowland

Mr. Rowland was a federal Member of Parliament in the early 1970's prior to which he had been chief of staff to a provincial party leader, two federal leaders and a provincial premier as well as Associate Secretary to the Manitoba Cabinet. Subsequently, he held a series of senior executive positions within the central agencies of the federal government including Assistant Secretary to the Cabinet for Federal-Provincial Relations. He moved from the government to hold senior positions in a Crown Corporation and in an international marketing services firm.

Mr. Rowland has had extensive experience on Boards in the not-for-profit sector as well as on management committees in government and the private sector. He was for nine years a member of the Board of Trustees of the Ottawa Salvation Army Grace Hospital and for six of those years, Chair. He is the immediate Past Chair of the Salvation Army Advisory Board for Ottawa. He also chaired the Salvation Army Capital Campaign task group of Ottawa and was a member of the Salvation Army Territorial Advisory Board. He is Chair of the Board of Directors of the Centre for Legislative Exchange and Chair of the Board of Directors of the Canadian Association of Former Parliamentarians (CAFP) and an ex-officio member of the Board of the Educational Foundation of the CAFP. Mr. Rowland is also the President of the International Election Monitors Institute and serves on the Board of Directors of the Canadian Shield Foundation. He recently served as a member of the Ottawa committee for the Canadian War Museum fund-raising campaign.

Mr. Rowland and his wife (former General Manager of Ottawa Macdonald Cartier International Airport) operated, on a part-time basis, a management consulting firm specializing in strategic planning, governance issues and training which has fulfilled contracts in Canada, Russia, Morocco, Zimbabwe, Egypt, South Africa, Indonesia and China.

Mr. Rowland has been active in governance and democracy work internationally. He has had assignments in Morocco, where he developed a domestic election monitoring organization, in Mexico, the former Yugoslavia and Indonesia. In January 2006, Mr. Rowland headed the six-person International Mission for Iraqi Elections' Assessment Team sent to Baghdad to analyze the December 2005 Iraqi election results.

Mr. Rowland holds a Master of Arts degree from the University of Manitoba and received a "distinction" for his doctoral studies at McGill University. He achieved the rank of Lieutenant Commander in the Royal Canadian Navy (Reserve) and has been awarded the Canadian Forces Decoration (C. D.).
